In France, the National Assembly voted late on Wednesday, October 14, 2026, to send €30.9 billion to the European Union budget next year. The article of the 2027 finance bill that sets the payment passed 111 to 93. Four groups voted against: the National Rally and its UDR ally, La France insoumise, and the communist and overseas GDR group.

Look at the score again. 204 deputies voted for or against, in a chamber of 577. On a €30.9 billion line, most of the room had somewhere else to be.

A bill France cannot refuse

The most honest sentence of the night came from the general rapporteur of the budget, Philippe Juvin of the Droite républicaine group. Deleting the article, he said, “would have strictly no effect on our legal obligation” to pay.

That is the whole story. As Le Monde explained, France does not set this amount alone. It flows from a seven year EU budget adopted unanimously by the 27 governments. Each autumn the government writes the figure into the finance bill and Parliament votes on it. The vote is a ritual. The decision was taken years earlier, in a room no French voter ever entered.

The number keeps climbing

According to Le Monde's tally, the French contribution was €22.3 billion in 2024. The 2027 figure is €30.9 billion, about €2.1 billion more than the amount planned for 2026. Over three budgets, that is an increase of more than a third.

The minister for Europe, Benjamin Haddad, defended the payment. France “is a net contributor, like the twelve other richest countries of our Union,” he said, but also “the first beneficiary in volume” of EU subsidies for farmers, regions and businesses. He accused the deputies who want to cut the contribution of advancing “masked” and of no longer daring to say “Frexit.”

Both things can be true. France gets large sums back. France also pays in more than it gets, and it does so in a year when the government is fighting to hold the deficit at 5% of GDP and asking for €43 billion in new savings, according to Economy Minister Roland Lescure.

The fight moves to Brussels

The vote came the night before EU leaders met in Brussels, on October 15, to negotiate the next long term budget, for 2028 to 2034. The Commission's proposal amounts to almost €2 trillion, according to the Council of the EU, and leaders have said they want an agreement before the end of 2026 so that the money can flow from January 2028.

The calendar matters. France elects its president in April 2027. A deal signed in December 2026 would lock in seven years of French payments before French voters choose who negotiates for them. Marine Le Pen, who leads the polls, wants to cap France's net contribution at €5 billion a year, down from about €8 billion according to French Senate figures cited by Euronews. Her party's amendment to cut €11 billion from the 2027 payment was rejected on Wednesday.

What they won't tell you

  • The vote is symbolic: the general rapporteur said deleting the article would not change France's legal obligation to pay.
  • The amount is set elsewhere: it follows from a seven year EU budget adopted unanimously by the 27 governments.
  • Attendance: 204 deputies voted on a €30.9 billion payment, out of 577.
  • The trend: €22.3 billion in 2024, €30.9 billion in 2027, per Le Monde.
  • The deadline: leaders aim to settle the 2028 to 2034 budget by the end of 2026, months before the French presidential election.

Verdict

I'm French. I've seen this movie. Parliament debates for hours, votes on a figure it cannot change, and everyone calls it democracy. The question is not whether France belongs in Europe. It is whether the people who pay get a say before the 2028 to 2034 bill is signed, or only after.

Brussels wants its answer before Christmas. France votes in April. Watch which date wins.
