In France, the National Assembly was supposed to hold a solemn vote on Tuesday, October 20, 2026, on the first part of the 2027 finance bill, the part that covers tax revenue. It will not. After a week of debate, the Assembly suspended the text on Monday at midnight to start examining the social security financing bill, and the revenue debate is expected to resume on October 27.
The question is not only who won or lost on individual measures. It is how a budget gets decided when the calendar, the amendment count and the constitution all run at different speeds.
The numbers behind the delay
According to LCP, the parliamentary channel, 3,396 amendments were filed on the first part and 2,828 were still waiting to be examined when the session ended on Friday, October 16 at midnight. After Monday night's sitting, LCP counted a little more than 2,600 left on the revenue part alone. Examination of the social security bill starts on Tuesday afternoon, which the Assembly's own agenda confirms, because constitutional deadlines apply to budget texts.
The government's stated goal is a public deficit of 5 percent of GDP in 2027, against 5.4 percent in 2026. On Monday evening the public accounts minister, David Amiel, said the first week of debate had led to a deterioration of the deficit by 10 billion euros, according to LCP. The opposition parties, for their part, say the government text did not support their own tax or savings measures.
What the Assembly changed
LCP reports that deputies rejected a key article that would have kept a 10 percent allowance on pensions but lowered its ceiling from about 4,400 to 3,000 euros, and that on Monday they largely pushed back a block of savings on local government financing, including changes to VAT reimbursements and a new contribution. Each of these is a vote that can be read two ways: as a defeat for the executive, or as a sign that the Assembly does not agree on where savings should come from.
LCP adds a caution: nothing is final until the last version of the 2027 budget, and the text adopted at year end will probably look quite different.
Three roads from here
LCP describes the possible paths. The revenue part may end in a rejection that sends the bill to the Senate. Prime Minister Sébastien Lecornu could use Article 49.3, which would let the government rewrite the text at the risk of a censure motion. And from December 18, a budget ordinance, a procedure LCP calls unprecedented, could pass the text without any vote if, as the Constitution provides, Parliament has not ruled within 70 days of the bill being filed.
Each path has a different answer to the same question: who decides the final figures, elected deputies voting article by article, or the executive acting under constitutional deadlines?
What the headlines leave out
- Not a rejection yet: the vote was postponed, not held; the revenue part has not been adopted or rejected.
- Amendments: 3,396 filed on the first part; 2,828 left after October 16 and a little over 2,600 after October 19, per LCP.
- Order of texts: the social security bill starts October 20 because of constitutional deadlines, per LCP.
- Target: deficit of 5 percent of GDP in 2027, against 5.4 percent in 2026, per the government as reported by LCP.
- Calendar: resumption expected October 27.
The questions that remain
If the Assembly cannot finish the revenue part in time, does the debate matter less, or more, once a text can pass without a vote? How should a deficit target be weighed against measures that deputies adopt one by one? What would a compromise need to include for both the government and a majority of deputies to accept it? And when the final text arrives in December, which of this week's votes will still be in it?
The next checkable date is Tuesday, October 27, when the revenue debate is expected to resume.
